the course is always challenging which is great for the fans. I
look forward to it every year - putting on a show for the fans,

favorite for its artistry and no-guts, no-glory attitude.Fans in SoCal do not want to miss this.”

October 3 is the day that the Davis
Odd Fellows Lodge will lead a community effort to break the Guinness
World's record for
"largest parade of bicycles." The World's Greatest Bicycle Parade
Committee
today announced the set of rules established by Guinness World's
Records required to set their world's record for most bicycles in
a parade.
"Breaking a world's record is not only a big logistical job,
requiring thousands of folks on bikes, hundreds of volunteers, dozens
of
sponsors, and many supportive community leaders, but it requires
pretty
strict compliance with rules established by the Guinness World's
Record
Book" said committee spokesperson Dave Rosenberg.
The following rules apply:
1. For the purpose of this record, a "bicycle" is defined as a
two-wheeled vehicle powered only by human pedal power.
2. Only bicycles (two-wheeled) may participate in the parade. Bicycles
with 3 or more wheels, training wheels, trailers, and added wheels
may not
participate.
3. All bicycles participating in this world record must be moving
- it
is not acceptable merely to park them in a row.
4. The minimum distance the parade must traverse is 2 miles from
the
starting point to the finish line.
5. All bicycles must cross the start line and cycle the length of
the
route from start to finish.
6. If a bicycle cannot complete the route, the vehicle must be
deducted from the total count.
7. There must be no significant gaps in the flow of bicycles. The
bicycles in the parade may not be more than two bicycle lengths
apart.
8. The following must be recorded for each bicycle entrant in the
parade: name and telephone number of the bicycle rider, the make
and model
of each bicycle. (This will be done through the registration process.)
9. Bike riders are encouraged to pre-register before October 3 to
save
time and energy on the day of the parade. Registration on line for
the
public should open up around the middle of July.
10. The route of the parade will wind through Davis streets. It
will be
a slow, gentle ride. Traffic will be blocked along the route. Riders
will
travel the route 3 or 4 abreast, anchored by a lead rider supplied
by the
Davis Bike Club. All riders in the parade must follow the directions
of
their lead rider.
11. Children will be able to participate and families are encouraged
to
register for the parade. However, there will be an age restriction
announced prior to registration restricting children under a certain
age.
California State law requires that persons under the age of 18 shall
not
operate a bicycle unless that person is wearing a properly fitted
and
fastened bicycle helmet that meets the standards of the American
National
Standards Institute. Though not required by law, adults are encouraged
to
wear appropriate bike helmets, properly secured.
Bike parade participants, bike route volunteers, family
members, and spectators are invited to Central Park immediately
after the
conclusion of the parade. Participants are encouraged to bring a
lock for
their bikes so that they can enjoy the festivities in the park.
The
Festival in Central Park will feature a hot dog, vege burger and
hamburger
BBQ put on by the Davis Firefighters. There will be a variety of
side
dishes and beverages. Those over 21 can enjoy an assortment of adult
beverages in the Beer and Wine Garden. The Festival in Central Park
will
also feature the "Tour de Fun" with lots of activities for the kids.
Children can test their agility in the bounce houses, have their
faces
painted, ride the ponies, take a spin on a bicycle-propelled carousel,
or
practice their swings at the inflatable batting cage. Kids running
low on
energy can re-tool at the cotton candy or the snow cone booths.
Live
musical entertainment will also be scheduled at Central Park throughout
the
Festival, and commemorative Bicycle Parade T-shirts will be available
along
with other collectables at the souvenir booth.
Earlier this year, the Davis Odd Fellows announced a citywide effort
to
break the world's record for "largest parade of bicycles" - a record
recognized by the Guinness World Record Book. The attempt to set
a new
record will be made on Sunday, October 3. Thousands of bike riders
are
expected. Details will follow in the coming weeks, but the event
is
expected to start early in the morning and end around noon, followed
by the
family-friendly Festival in Central Park.
The Bicycle Parade Committee has opened a website for the public
at the
following address: www.worldsgreatestbicycleparade.com
<http://www.worldsgreatestbicycleparade.com/> . In the next few
weeks,
participants can register for the parade on line. The parade is
open to the
general public, and the Odd Fellows invite bike riders from throughout
California to join the parade, break the record and help raise money
for the
Davis Schools.
Visitors to the website can gain access to a Facebook page - World's
Greatest Bicycle Parade - where they can learn more about the parade
and
interact with fans, Odd Fellows, businesses, and organizations that
support
the effort. There will also be access to a Twitter feed - @bicycleparade
-
which will provide timely updates and links to additional resources
regarding the parade. Finally, the website sports a blog at
www.worldsgreatestbicycleparade.com/blog/ that will contain the
latest
information and news about the parade.
In addition to making the attempt to break the current
world's record, Committee Chairman Frank Giustino said, "Our bike
parade
hopes to raise a significant amount of money to benefit the Davis
Schools
through the Davis Schools Foundation". Bike registration fees after
expenses will all be funneled to the Davis Schools Foundation. The
Odd
Fellows are also seeking individual, business and corporate sponsors
who
will contribute to the Davis Schools Foundation. Folks and businesses
interested in being an official sponsor of the "World's Greatest
Bicycle
Parade" are asked to contact sponsorship coordinator Stewart Savage
at ssavage@abatonconsulting.com.
Numerous community leaders have endorsed the effort to
break the world's record and raise money for the Davis schools,
including
State Senator Lois Wolk, Assembly Member Mariko Yamada, Davis Mayor
Ruth
Asmundson, City Council members Sue Greenwald, Lamar Heystek, Don
Saylor and
Steve Souza, City Council Members-elect Joe Krovoza and Rochelle
Swanson,
County Supervisors Helen Thomson and Jim Provenza, and Davis School
Board
President Tim Taylor and School Board members Sheila Allen, Susan
Lovenburg,
Richard Harris and Gina Daleiden. The entire Davis City Council
and the
entire Davis School Board have endorsed the effort.
The current record is 3,515 bicycles, held by Bangkok,
Thailand.
The Davis Odd Fellows Lodge is the oldest organization in
the Davis area, having been chartered in 1870. Often called the
"three-ring
fraternity", the symbols of the fraternity are the three interlocking
rings
which stand for "friendship, love, and truth". Currently, the Davis
Odd
Fellows Lodge, located at 415 Second Street, has over 150 members.
The
Davis Odd Fellows have a history of actively supporting community
and
charitable groups. Among many events organized by the Davis Odd
Fellows are
the popular Breakfast with Santa and the Picnic Day Pancake Breakfast.

Foreverland is a 14-piece tribute to one of the most amazing entertainers

was formed in March of 2009 to honor Michael's musical genius and
legendary showmanship. With four lead vocalists, four horns and
a six-piece rhythm section, the ensemble is best described as a
"Remarkable and Rocking Michael Jackson Revue." Rather than be limited
by a MJ impersonator and pre-recorded backing tracks, the band's
unique approach is to celebrate the larger than life performances,
imagination and infectious spirit of this legendary artist. The
result is a fabulous and thumping 14-piece show band that pays homage

On Saturday and Sunday, October 16 and
17, 2010, the streets of Historic Downtown Campbell will be transformed
into
a little bit of Germany when the Campbell Chamber of Commerce holds
its 16th
Annual Oktoberfest.
The goal of the Chamber is to bring back the authenticity of the
event,
ensuring the entertainment and foods reflect a true German influence.
In
line with this objective, the Oktoberfest logo has been given a
more
polished, colorful and cultural look and feel. Applications for
food
vendors, entertainment groups and artisans are currently being accepted
for
the festival.
Alpiners USA have been performing at Oktoberfest for 10 years and
are billed
as 'the finest in European Traditional music.' They will be headlining
the
main stage from noon to 5pm both Saturday and Sunday. Each of the
musicians
that comprise the Alpiners USA (Joe Domitrowich, Matthew Medeiros,
Fred
McCarty and Margot Turrell) is amazing in their own right and also
performs
in other groups. Joined together, their extensive variety of instrumental
and vocal talents harmonizes beautifully. More information on Alpiners

shopkeepers and artisans will add to the ambience of the
Faire. The Festival will be the ultimate Renaissance bash, a
lively Dionysian party, where the guests enjoy turkey legs,
exotic food, and drink as they banter with the myriad performers
filling the streets. The event sports one-of-a-kind shows,
music, and comedy.
The rising young star of London’s theatre scene, Will
Shakespeare, faces a scourge like no other: a paralyzing bout of
writer’s block while the great Elizabethan age of entertainment
unfolds around him. Will is without inspiration on material.
What Will needs is a muse–and in an extraordinary town whilst on
progress with Her Most Royal Majesty, Queen Elizabeth, he finds
himself surrounded by numerous quirky characters who draw him
into an amazing, dramatic adventure of action and love. Their
stories make their way into his plays and into our hearts. The
theme of the Faire is Shakespeare’s Muse.
THE JOUST! One of the Weekend’s highlights will be the Knights
of Avalon, a full contact jousting troupe made up of
Internationally acclaimed heavy armor competitors who actually
do this for REAL. The onlookers will be astounded by the action
of the hard-hitting lance – splitting jousting and the humorous
interplay.
Hundreds of pounds of man and a ton of horse will collide and do
battle right before your eyes.

into something you would never imagine - art. The 2nd Annual Junk
2 Genius Team Art Competition is a free, family friendly event that
is sure to get your creative juices flowing. Once the timer starts,
teams of “artisan gladiators” will compete in a sculpt-off for the
esteemed Trophy du Trash. But there isn’t going to be any carving
of marble. Teams will be using recycled materials to compose their
entire sculpture as well as pre-approved tools and one secret weapon.
The sculpture can reach a whopping size of 3x3x3 ft. and must be
completed in two hours! And you thought throwing cans in the recycling
bin was a tough job. Needless to say, this could turn into a kind
of rowdy competition – which is more fun to watch of course.
If you need a break from all of the hoopla, or want to try your
hand at some recycled art, there will be crafts set up for children
and adults. In addition, there will be a silent auction and refreshments
available during the competition. Make sure to head back to the
competition once the buzzer sounds. A panel of judges will critique
the sustainable sculptures and award both the Trophy du Trash, as
well as a People’s Choice award. Hosted by the Davis Art Center,
in partnership with reCREATE, the event celebrates California Art
Day and promotes recycling and creative expression. Don’t be late
– the festivities begin at 5pm at the Davis Art Center. You won’t
want to miss this great opportunity to see your trash transformed
into treasure. For more information visit

Get ready for the most extraordinary bicycle adventure ever launched
in the
City of Davis. On Sunday, October 3, 2010,
bicyclists will pedal through
history to break the Guinness World Record Book for the Largest
Parade of
Bicycles. Davis is the City of Bicycles and it is fitting that they
should
own the World Record.
The current record is 3,515 bicycles, held by Bangkok, Thailand.
"We have
registered with Guinness and will follow the strict rules established
by
their World's Record Book operation," said Committee Media Coordinator
Dave
Rosenberg. "The parade of bikes is limited to two-wheelers, must
be at
least 2 miles in length, with no more than 2 bike-length gaps. The
rules
are strict, but in this bicycle-friendly town, anything is possible."
Details, including how to register, where to go for the
parade, and the family festival in Central Park will be posted on
the events
website.
"We will make an attempt to break the current world's record
and bring it to Davis" announced Frank Giustino, Chairman of the
Committee
organizing the effort. "At the same time, we are working with sponsors
to
raise money which will all go to benefit the Davis Schools through
the Davis
Schools Foundation."
Funds for the schools will be raised through major
sponsorships, commemorative T-shirt sales, and registration of participants.
Community leaders have already endorsed the effort, including State
Senator
Lois Wolk, Assembly Member Mariko Yamada, City Council members Don
Saylor
and Steve Souza, and School Board members Sheila Allen and Gina
Daleiden.
"In the meantime," announced Committee Co-chair Holly Bishop, "we
urge
members of the community to mark the date of October 3 on their
calendars.
That's the date Davis takes on the record."
The Davis Odd Fellows
invite the community to “The Festival at Central Park” on
Sunday, October 3, beginning around 10:30 a.m. The Festival will
culminate the World’s Greatest Bicycle Parade which is a
community effort to set a Guinness World’s Record Book record
for “longest single line of bicycles”. The bicycle parade will
launch at 10:03 a.m. on October 3 and the first riders should
cross the finish line around 10:30 a.m.
“Don’t let the fun end at the finish line” announced Bicycle
Parade Co-chair and organizer of the Festival Holly Bishop.
“Come celebrate a job well done at the Festival at Central Park.
We invite Bicycle parade participants, volunteers, family
members and all members of the community to join us in the
park.”
“The UCD Aggie Band-uh will kick things off with their
wake-up-and-smell-the-coffee music beginning at 10:30 a.m. and
festival goers are in for a real treat once they enter Central
Park,” said Bicycle Committee member Deanna Chavis.
Included in the Festival at Central Park are the following:
· The Davis Professional Firefighters Association will fire up
their huge barbeque and grill to serve up hamburgers,
cheeseburgers, hotdogs, and veggie burgers. A variety of side
dishes and beverages will be available as well. The BBQ will
open at 11 a.m.
· For those 21 and over, a Beer and Wine Garden will be
available featuring Davis’ own Sudwerk brews, as well as
California wines. The Beer and Wine Garden will open at 11 a.m.
· For energetic children, Central Park will feature a “Tour de
Fun” – a special area of the park dedicated to making sure the
children have the time of their lives. Kids can test their
agility in the giant inflatable obstacle course, go wild in the
bounce house, have their faces painted, take a spin of the
bicycle-propelled carousel, or practice their swings in the
inflatable batting cages.
· If energy runs low, there will be a concession booth featuring
freshly made cotton candy and ice-cold snow cones.
· The United States Bicycle Hall of Fame – home to the most
extensive bicycle collections in the world including the UCD
Pierce Miller Collection of antique bicycles - will be open
during the Festival.
· Live entertainment will begin at 12 noon at the Oak Tree Deck.
Festival attendees can enjoy the musical talents of Davis’
Junior and Senior High School music groups. Local bands will
also be showcasing their talents near the Beer and Wine Garden.
· Setting a new Guinness World’s record will be a memorable
event. Stop by the souvenir booth and pick up a commemorative
T-shirt or other collectibles of the record-breaking day.
Information on how to sign up as a participant in the bicycle
parade, or how to volunteer to help, or be recognized as a
sponsor can be obtain at the following
website.
The funds raised by the bicycle parade and by the Festival at
Central Park, after expenses, will be donated to the Davis
Schools Foundation for the benefit of the Davis schools.
Organized by the Davis Odd Fellows Lodge, the Bicycle Parade has
garnered major endorsements from the Davis Enterprise, Davis
Chamber of Commerce, Davis Downtown Business Association, the
Davis Police Officers Association (DPOA), Davis Professional
Firefighters Association (DPFA), Davis Rebekah Lodge, Rotary
Club of Davis, Davis Sunrise Rotary Club, Soroptimist
International of Davis, Soroptimist International of Greater
Davis, Davis City Council, Davis Joint Unified School District,
Davis Schools Foundation, Lions Club of Davis, Kiwanis Club of
Greater Davis, and many others.
Every member of the Davis City Council and every member of the
Davis School Board has endorsed this effort.
The Davis Odd Fellows Lodge is organizing a “bike parade” to be
held in Davis on Sunday, October 3, in an effort to set a
Guinness World’s Record in the category of “longest single line
of bicycles” – a new category to be recognized in the Guinness
Book of World’s Records. Members of the public can register on
line to be in the parade and help set the world’s record.
On October 3, the starting line and the finish line will be in
front of the Davis Odd Fellows Lodge at 415 Second Street in
Downtown Davis. The parade will officially start at 10:03 a.m.
on 10-3 and bike riders will follow one another in a single line
of bikes. Riders will be asked to traverse an easy-going, 2 mile
route on city streets, closed off to car traffic during the
parade. “Since the parade travels in a single line, it should
take bike riders about 30 minutes to complete the parade route,”
according to Bicycle Committee member John Steele. The parade
will be followed by a family-friendly “Festival at Central
Park”, complete with food and drinks, and beer and wine garden,
music, and entertainment for the children.
Participation in the parade is open to the general public with a
minimum age requirement of 10, and the Odd Fellows invite bike
riders from throughout Northern California to join the parade,
break the record and help raise money for the Davis Schools.
Only two-wheeled bikes are permitted by Guinness rules and a
bike must travel the entire parade route, start to finish, to
count in the record. The record is “longest single line of
bicycles” and at least 1,000 bikes must participate for the
record to count.
The Davis Odd Fellows Lodge is the oldest continuously operating
organization in the Davis city limits, having been chartered in
1870. Often called the “three-ring fraternity”, the symbols of
the fraternity are the three interlocking rings which stand for
“friendship, love, and truth”. Currently, the Davis Odd Fellows
Lodge, located at 415 Second Street, has about 150 members. The
Davis Odd Fellows have a history of actively supporting
community and charitable groups. Among many events organized by
the Davis Odd Fellows are the popular Breakfast with Santa and
the Picnic Day Pancake Breakfast.
The Winters Farmers Market will move from Sunday to Thursday evenings
from 5:00 to 8:30pm. The move is in response to the Winters Friends
of the Library July Summer Concerts at the Gazebo in Rotary Park.
Zapato Viejo and Woodland Community Band are among the musical entertainment
groups expected at the farmers market.
The farmers market will continue to sell fresh produce, and local
businesses will be open for dinner. Residents can enjoy their favorite
cafes and tasting rooms while listening to live entertainment.
The U.S. Bicycling Hall of Fame is
open Wednesdays from 2:00pm to 8:00pm and
Saturdays from 8:00am to 2:00pm. Admission is $5.00 for adults,
$3.00 for
seniors and children 6 to 12 years and free to Hall of Fame public
members
and children 5 and under. For more information about the Hall of
Fame and

Boating and Waterways Commission to Consider $16 Million
In Funding for Boating Facilities
May 26
SACRAMENTO--The California Boating and Waterways Commission (Commission)
will meet May 26 to consider $16 million in boating facility improvement
loans. The meeting is open to the public and will convene at 8:30
a.m.
at the Residence Inn, Pacific Room, 3240 W. March Lane, in Stockton.
The
proposed loans are:
San Francisco Marina (West Harbor Project), San Francisco County
The Commission will consider a $6.995 million loan to the City and
County of San Francisco for improvements to the West Harbor Project
of
San Francisco Marina. The proposed project consists of the demolition
of
existing berths and construction of reconfigured berths, upgrading
of
electrical and water dock utilities, installation of new barrier-free
access gangways with security gates, construction of a new breakwater,
replacement of revetment, mole removal, dredging and improvement
of
buildings. The Commission has approved four loans totaling $16.5
million
in fiscal year (FY) 2004/2005 through FY 2007/2008 for this project.
Alamitos Basin, Long Beach - Los Angeles County
The Commission will consider a $9 million loan to the City of Long
Beach
to rebuild Alamitos Bay Marina, Basins 2 and 3. The proposed project
is
to rebuild Basins 2 and 3 of the Alamitos Bay Marina, including
dredging, reparation of the seawall and repaving the parking areas.
The
Commission has approved three loans totaling $1.1 million in FY
2004/2005 through FY 2006/2007 for this project.
Grant and loan applications are submitted to the California Department
of Boating and Waterways and funding for approved projects is derived
from the taxes paid by boaters on the purchase of vessel gasoline
and
the repayment of principal and interest on department-made loans.
The department provides grants to a county, city, district or other
public agency for the construction of small craft boating launching
facilities and loans to local agencies for the construction of small
craft harbors. These grants and loans require the consent of the
seven-member Boating and Waterways Commission.
Dockwalker
Training Offered for "Green" Boaters in
Northern California
Volunteers will Conduct Outreach on Clean Boating
SACRAMENTO- The Boating Clean & Green Program will host a series
of
"Dockwalker" trainings for individuals who want to promote
environmentally-sound boating throughout California's marina
communities.
Dockwalkers will be trained to engage members of the public and
the
boating community in adopting clean boating practices. Once training
is
complete, these volunteers don their official "Dockwalker" hats
and
conduct face-to-face boater education while visiting marinas, boat
launch ramps, boat shows and special events.
Training is free and dockwalking is a fantastic way to interact
with
boaters to help keep California's marinas, waterways, and ocean
clean
and healthy. The training provides an overview of environmentally-sound
boating practices, information on how to conduct Dockwalking,
educational materials that Dockwalkers will distribute including
boater
kits, a video about clean boating in California and baseball caps.
In
the last five years, more than 600 Dockwalkers have distributed
over
90,000 boater kits statewide. Hours spent training or educating
the
public qualify as community service.
For more information about the Dockwalker program, and to register
for
training, please visit www.dbw.ca.gov
(click on Clean and Green
tab), or contact Vivian Matuk at (415) 904-6905 or
vmatuk@coastal.ca.gov.
The "Dockwalker" trainings will be held at the following times and
locations in Northern California:
June 5, 2010
Fresno
10 a.m. to 12:40 p.m.
Clovis Memorial Building
808 4th Street Clovis, CA 93612-1396
Partners: Keep the Delta Clean Program and U.S. Coast Guard Auxiliary.
The Boating Clean & Green Program is an education and outreach program
conducted through the California Department of Boating and Waterways
and
California Coastal Commission. The program promotes
environmentally-sound boating practices to marine business and boaters.
• The California
Department of Fish & Game is conducting a Mourning Dove Banding
Program this summer, requesting public assistance in evaluating
California’s
Mourning Dove population as part of a National Study.
Volunteers for this project will pay no fee to participate and can
do so from the
comfort of their own homes between the months of
June and August, 2010. All supplies
will be issued to participating individuals by CDFG after certification.
Our
volunteers range from all types of people; those who work from home,
retired,
mechanics who have shop with a viewable open lot, and even families
who do this
together on their weekends and spare time. This is a fun and easy
helpful activity
for all.
Volunteers must first complete a two-hour training course led by
CDFG Biologists.
Program participants should be over 18, have good organizational
skills, and a
commitment to wildlife preservation. The trapping and banding work
is typically done
in the early morning (dawn-10am) and late evening (5pm-dusk), volunteers
who can
only work limited hours or on certain days can still be utilized
and are welcome.
Training meetings will be to teach how to identify, age, sex, and
band this specie.
Meetings will take place in April and May
of 2010. I am requesting, if interested, a
location of where volunteers can meet for an orientation, and possible
dates to
schedule and advertise to the general public.
You must attend at least one meeting to attain a Legal Certified
Bird Handling
Permit for 2010.
Volunteers can place traps almost anywhere, even in their own yards,
to be checked
on within every hour it is set. When a Mourning Dove is trapped,
you will band its
right leg, record the band number data, and release it back into
the wild. Trapping
season ends on August 20th, all traps
must be pulled and CDFG will need all
materials shipped back to the Sacramento Office for database entry
ASAP.
All band recovery data is reported to the U.S. Fish and Wildlife
Bird Banding
Laboratory, where it is added to the national database. Wildlife
managers use this
information to keep track of the species’ survival and harvest rates.

space at a training
session, please contact

Yosemite
National Park Camping in an RV or in a Tent – A Great Destination
Either Way
Within
Yosemite National Park, RV camping opportunities abound.
Whether you’re camping in a tent or RV, with your family
or a large group, in Yosemite Valley or the backcountry
there’s a place for you. There are traditional campgrounds
and a variety of tent cabin options. The one constant
factor is to plan ahead. Check out all of the possibilities,
and then make your reservations early.
Traditional
Campgrounds
Thirteen campgrounds are spread out among three different
areas in the park. The most popular are the four in
Yosemite Valley, three of which require reservations during
the summer. Only Camp 4’s 35 sites are first-come,
first-served. There are two campgrounds in the southern
part of the park and seven ranged along Tioga Road (California
120) as it crosses the park from east to west. Of
these, Wawona and Hodgdon Meadow are open all year and require
summer reservations. When planning your trip, check
the Yosemite National Park camping website for opening and
closing dates, RV restrictions and water availability.
Housekeeping
Camp
This unusual Yosemite
National Park RV park area sits right on the Merced
River in Yosemite Valley. The 266 units have three
concrete walls, a concrete floor, and a canvas roof;
the fourth wall is a curtain which opens to a covered patio.
Inside the cabin are two single bunks, a double bed, table
and chairs, and electric light and outlets. Outside
on the patio you’ll find a picnic table and bear-proof food
locker. Visitors may supply their own bedding or rent
it for an
additional
charge. Housekeeping Camp may have units available
when the campgrounds are full.
Canvas Tent
Cabins
Yosemite National Park camping choices include two areas
with canvas tent cabins with wood framing, doors, and raised
floors. One of these is Curry Village, right in the
heart of Yosemite Valley. Here each 2 to 5-person
tent is equipped with cot-style beds, but no cooking is
allowed so campers should plan meals accordingly.
At White Wolf Lodge in the high country on Tioga Road 24
tent cabins (and two regular cabins) make a nice base for
high country hiking, trail rides, or rock climbing.
SACRAMENTO – Marina operators can now apply for a national
boating infrastructure grant (BIG) for transient boat dock
improvements through the Department of Boating and Waterways
(DBW). The deadline to submit grant proposal applications
is Tuesday, August 31, 2010.
BIG is a national competitive program open to both publicly-
and privately-owned marinas with funding totaling $13 million.
Eligible projects include installation or upgrades of visitor
tie-up facilities for recreational boats 26-feet-long or
longer, and renovation or construction of visitor docks,
restrooms, gangways and dockside utility hookups. The funds
are also used to produce and distribute information and
educational materials about the program and recreational
boating.
Applicants should first review the federal guidelines, to
determine if they meet the necessary requirements. Eligibility
criteria and submission information may be obtained by visiting
www.dbw.ca.gov/Funding/BIG.aspx or contacting Kevin Atkinson
at (916) 263-8149.
DBW is the designated agency responsible for administering
U.S. Fish and Wildlife Service’s (USFWS) BIG program in
California. USFWS receives the applications from DBW and
scores and ranks the proposals using a government/ industry
review committee.
The California Department of Boating and Waterway's (DBW)
reminds
resident and out of state brokers and salespeople to obtain
a
California's broker's license. DBW has received reports
of unlicensed
activity from out of state brokers who are listing and selling
vessels
located in California.
California law requires brokers and salespeople to be licensed
before
selling, soliciting or obtaining listings on vessels within
the state.
Brokers found to be listing and selling vessels located
in California
without a co-operative listing agreement in place, or identifying
the
listing broker as a California licensee, are subject to
penalties and
fines pursuant to California's unlicensed activity statutes.
Current law requires that any vessel listed for sale in
California be
sold by a licensed California broker. A California broker
may co-broker
a transaction with an out of state broker only if the listing
broker is
licensed in California.
Licensees from other states can claim experience toward
licensure
provided they can verify at least three years experience
performing as a
broker in another state. They would also be requested to
submit three
years of earning statements and be required to undergo a
background
investigation.
California's licensing process includes meeting specific
criteria,
submitting fingerprints to the California Department of
Justice and the
Federal Bureau of Investigation, and successfully passing
a written
examination.
For further information on the program or to apply for a
California
broker's license please visit www.dbw.ca.gov <http://www.dbw.ca.gov/>
and click on the Yacht and Ship tab. You may also contact
DBW's Broker
Licensing Technician Fahim Buksh, at (916) 263-8197.
DBW licenses and regulates
yacht brokers and salespersons in California.
Those selling used vessels 16' or longer and less than 300
gross tons,
for others, are required to be licensed. The department
also enforces
the Harbors & Navigation Code to regulate the activities
of licensees to
ensure compliance and provide consumer protection.
A California interagency taskforce battling the spread of
invasive Quagga and Zebra mussels urges boaters to remain especially
vigilant this Memorial Day weekend. Anyone who launches
their vessel at
any body of water must clean, drain, and dry their boats,
personal
watercraft, and any equipment that comes in contact with
the water-both
before arrival and after leaving the waterway.
"Quagga and zebra mussels are a serious threat to our aquatic
environment and fisheries," Director of the Department of
Fish and Game
(DFG) John McCamman said. "It's crucial that everyone who
uses public
waters takes the time to make sure they're not moving these
mussels from
place to place. It only takes a few mussels to infest an
entire waterway
and destroy the ecosystem there."
Quagga and zebra mussels are non-native, fast-reproducing
invasive
species that will cause serious problems for boaters and
water
enthusiasts. Mussels spread from one body of water to another
by
attaching themselves to nearly anything that's in the water
for more
than a few minutes. Water in boat engines, bilges, live-wells
and
buckets can carry tiny mussel larvae (called veligers) to
other
waterways, as well.
"Boat trailers are often overlooked as an avenue for the
spread of
quagga and zebra mussels and many other aquatic invasive
species,"
Department of Boating and Waterways Acting Director Lucia
Becerra said.
"About 85 percent of boaters trailer their boats, so it
is critical for
them to clean, drain, and dry their vessels."
To help prevent the spread of mussels, boaters must inspect
all exposed
surfaces, wash boat hulls thoroughly, remove all plants
from the boat
and trailer, drain all water, including that in lower outboard
units,
clean, and dry live-wells and bait buckets, and dispose
of baitfish in
the trash. Watercraft should be kept dry for at least five
days in warm
weather and up to 30 days in cool weather between launches
in different
bodies of fresh water. These measures are essential to safeguard
boats
and preserve California waterways.
An excellent guide to cleaning vessels of invasive mussels
is available
on the website: www.dbw.ca.gov/PDF/BoatingQuaggaGuide.pdf.
Travelers are also advised to contact their destination
waterway before
leaving home, to learn what restrictions or inspection requirements
are
in place. Boaters entering the state should be prepared
for inspections
at California Department of Food and Agriculture Border
Protection
Stations. Inspections, which can also be conducted by DFG
and the
Department of Parks and Recreation, include not only a check
of boats
and personal watercraft, but also trailers and all onboard
items.
Contaminated vessels and equipment are subject to quarantine
or
impoundment.
Quagga mussels were first detected in the Colorado River
system in
January 2007 and were later found in San Diego and Riverside
counties.
They are now known to be in 21 waters in the Golden State,
all in
Southern California. Zebra mussels were discovered in San
Justo
Reservoir in San Benito County in January 2008.
Both mollusks can attach to and damage almost any submerged
surface.
They can:
* ruin a boat engine by blocking the cooling system and
causing
it to overheat;
* increase drag on the bottom of a boat, reducing speed
and
wasting fuel;
* jam a boat's steering equipment, putting occupants and
others
at risk;
* require frequent scraping and repainting of boat hulls;
* colonize all underwater substrates such as boat ramps,
docks,
lines and other underwater surfaces, causing them to require
constant
cleaning;
* cost the owners of these items a great deal of money.
A toll-free hotline at 1-866-440-9530 is available for anyone
involved
in activities on lakes and rivers seeking information on
quagga or zebra
mussels.
A multi-agency taskforce that includes the California Department
of Fish
and Game, Department of Boating and Waterways, Department
of Water
Resources, and State Parks has been leading an outreach
campaign to
alert boaters and the public to the quagga and zebra mussel
threats.
For more information about quagga and zebra mussels, the
state's
response activities, and what you can do to help prevent
their spread in
California, visit the DFG Web site at www.dfg.ca.gov/invasives/quaggamussel.
The California Boating and
Waterways Commission (Commission)
today approved $15.9 million in boating facility improvement
loans. The
loan recipients are:
San Francisco Marina (West Harbor Project), San Francisco
County
The Commission approved a $6.99 million loan to the City
and County of
San Francisco for improvements to the West Harbor Project
of San
Francisco Marina. The project consists of the demolition
of existing
berths and construction of recsonfigured berths in the West
Harbor,
upgrading of electrical and water dock utilities, installation
of new
barrier-free access gangways with security gates, construction
of a new
breakwater, replacement of revetment, mole removal, dredging
and
improvement of buildings.
Alamitos Basin, Long Beach - Los Angeles County
The Commission approved a $9 million loan to the City of
Long Beach to
rebuild Alamitos Bay Marina, Basins 2 and 3. The project
is to rebuild
Basins 2 and 3 of the Alamitos Bay Marina, including dredging,
reparation of the seawall and repaving the parking areas.
Grant and loan applications are submitted to the California
Department
of Boating and Waterways and funding for approved projects
is derived
from the taxes paid by boaters on the purchase of vessel
gasoline and
the repayment of principal and interest on department-made
loans.
The department provides grants to a county, city, district
or other
public agency for the construction of small craft boating
launching
facilities and loans to local agencies for the construction
of small
craft harbors. These grants and loans require the consent
of the
seven-member Boating and Waterways Commission.
